US actor tapped to solve thorniest diplomatic issues

Bolivia’s President Evo Morales has offered the role of “ambassador” to a US actor and film director, Sean Penn, to defend the chewing of coca leaf before the UN. More controversially, Morales has also asked Penn to be an interlocutor before international actors with respect to Bolivia’s claim to sovereign access to the Pacific coast, specifically the recovery of territory lost to Chile during the 1879-1883 War of the Pacific.
