OECD lists. After moving from a black to grey to white list in recent years in relation to tax transparency, Uruguay should no longer be on any Organisation for Economic Co-operation and Development (OECD) list by the first half of 2014. The OECD announced that Uruguay had passed a Phase 1 report and would move on to a Phase 2 peer review, which in practice means it has taken steps such as ensuring the availability of ownership information on relevant foreign companies and adequate accounting information for all entities.
