“The Supreme Court has the opportunity to ensure an end to the use of an opaque, biased system that has protected members of the military at the expense of their victims.” This was the verdict of José Miguel Vivanco, the Americas director at the US-based NGO Human Rights Watch (HRW), on an impending ruling by Mexico’s supreme court establishing the extent of the jurisdiction of military courts in the investigation and prosecution of human rights abuses by military personnel against civilians. The ruling will also have huge political significance given that the president-elect-in-waiting Enrique Peña Nieto intends to continue putting the military on the streets to combat organised crime and drug-trafficking.
