HAITI: Martelly makes good a pledge

It took just over a year but the changes to the 1987 constitution promised by President Michel Martelly finally entered into effect last week. While hailed by the international community, the reforms which, among other things, establish a permanent electoral council constitutional court and judicial oversight authority, and remove the ban on dual nationality, have raised major questions as to how they would be implemented in practice.
