On 2 September President Felipe Calderón Hinojosa delivered his penultimate (fifth) Informe. His administration has been a huge disappointment to his supporters and he himself came close to admitting that his administration had not turned out as he had wished. His argument is, still, that he is doing vital remedial work, especially in confronting organised crime, which his predecessors had failed to undertake.
