COLOMBIA: “The enemy is weak, but hasn’t been defeated”

President Juan Manuel Santos wants to win this fight; to do so, he fielded his defence “dream team”, as he put it, and put the money where his mouth is, announcing a Col$1.5bn (US$826,428) off-budget increase to the finances of the military and the police to guarantee security during the 30 October regional elections. Santos aims to defeat the “enemies” by 2014 and to achieve this goal, he decided that the complete overhaul of his defence strategy was needed; thus, following last week’s resignation of his minister of defence [WR-11-35], he replaced the entire military high-command.
