President Evo Morales' recent U-turn with regard to relations with Chile and Bolivia's historic claim of access to the Pacific is showing little sign of paying off. Having announced plans in March to take Chile before international courts to fight Bolivia's cause, abandoning four years of bilateral negotiations [WR-11-12], Morales tested this new multilateral approach this week before the Organization of American States (OAS).
