Peru's Indigenous peoples are edging closer to having their rights to
consultation over the development of their resource-rich territories observed,
as enshrined in the International Labour Organisation (ILO)'s Convention 169 on
indigenous rights. Indigenous representatives and local civil society groups
hope that a recent congressional procedural ruling, published on 12 May, will
push the government, led by President Alan García, to take action on the
long-stalled ‘Ley de Consulta'. However, the García administration leaves
office in late July, meaning that the legislation will likely be bequeathed to
