El Salvador's President Tony Saca struck out last week at the government
of Venezuela's President Hugo Chávez for funding "Bolivarian circles"
in El Salvador, Mexico and other countries in Central America. "They are
circles linked to disorder; circles linked to instability," Saca told a
press conference. Saca was responding to a question related to an article in the
national daily El Mundo on 28 October which, drawing heavily on a piece run by
the anti-Chávez daily El Universal de Caracas on 7 October, claimed that a
budget of nearly US$200m had been set aside by the foreign ministry to
