Oscar Arias Sanchez was born in 1940. He studied Law and Economics at the University of Costa Rica and then received a doctorate from the University of Essex. He became Minister of National Planning and Economics in 1972 before being promoted to International Secretary and then General Secretary in 1979. In 1986 he won the Presidential elections for the first time with 53.3% of the votes, representing the Partido Liberación Nacional. In 1987 he was awarded the Nobel Peace Prize for his efforts to end the civil wars then raging in several Central American countries.
