BOLIVIA: Anti-poverty plan and new twist in coca policy

The Morales administration has unveiled a five-year development plan - in which the state will play a decisive role - aimed at sharply reducing the number of people living below the poverty line and nearly doubling the current rate of economic growth. President Evo Morales himself has given a new twist to his coca policy, urging planters to curtail their output voluntarily and to seek to add value to the leaf.
