President Evo Morales failed to replicate the scale of his December
presidential victory in the 4 April regional and municipal elections, his fifth
major test of support since coming to power in January 2006. Although the ruling
Movimiento al Socialismo (MAS) won six out of nine gubernatorial seats (up from
three in the last election in 2005) and continued to build its support in the
eastern opposition Media Luna, the election exposed its limits and the strength
of local opposition outfits able to capitalise on the tendency of voters to
