PERU: Police chief under fire after violent kidnapping

Peruvian legislators urged President Keiko Fujimori to dismiss the head of the national police, Óscar Arriola, on 31 August after a quadruple homicide surrounding the kidnapping of a mining businessman in Trujillo in the north-western region of La Libertad. Fujimori used public outcry over the incident to increase pressure on congress to grant her government emergency legislative powers to issue executive decrees on national security matters.
