Paraguay is going through one of the best moments in its democratic history, President Santiago Peña claimed while delivering an address to mark the completion of his third anniversary in office on 15 August. Peña outlined all of his government’s achievements in the first three years of his five-year term that had served to “awaken the giant that has always been inside every Paraguayan”. However, on the eve of his anniversary, trade unions and civil society organisations took to the centre of Asunción to accuse him of reneging on his promises, while contending that on the contrary he had overseen a deterioration in living standards.
