PARAGUAY: Cartes cements control over ruling party

Paraguay’s former president Horacio Cartes (2013-2018) received a big boost this week as he completes his convalescence from heart surgery in February after his faction of the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC) swept the party primaries to select candidates to compete in October’s municipal elections. Heightened internal divisions did not prevent Cartes’ Honor Colorado (HC) from reasserting its dominance within the ANR-PC, although the political opposition remains hopeful of capitalising on voter disillusionment with the administration of President Santiago Peña to spring a shock in the capital Asunción at least in October.
