Paraguay’s former president Horacio Cartes (2013-2018) received a big boost this week as he completes his convalescence from heart surgery in February after his faction of the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC) swept the party primaries to select candidates to compete in October’s municipal elections.
