In brief: Mexico, US agree measures to address aviation concerns

*Mexico’s transport (SICT) and foreign (SRE) ministries have announced that an agreement has been reached following dialogue with the US Department of Transportation (DoT) to implement measures in relation to bilateral air transport. The announcement comes amid ongoing tensions over aviation after the US cut 13 current and planned routes by Mexican airlines into the US, among other measures, citing anti-competitive practices. Among the agreements reached, the ministries said that conditions were established “to ensure equitable and transparent access to the airport infrastructure” of the Benito Juárez International Airport (AICM), the main Mexico City (CDMX) airport, and the Felipe Ángeles International Airport (AIFA), the city’s main airport in terms of air cargo, which has been a major point of contention, through expanding operational options and strengthening logistics connectivity between both countries. The ministries also said that Mexico had made progress on its strategy for developing the airport system in the CDMX metropolitan area, including the recognition of the development of AIFA as “an integral part” of the area’s infrastructure. It was also agreed to proceed with the inclusion of AIFA in the 2015 bilateral air transport agreement, with ongoing dialogue between AIFA and the US regarding the future of air transport. A bilateral working group composed of officials from SICT and the DoT will be established to monitor and provide technical oversight of the implementation of these commitments and evaluate the regulatory measures currently in effect in the US. In a statement, US Transportation Secretary Sean Duffy said that the agreement was “a step in the right direction”, although adding that, “we need to see these promises turn into action. Until then, our restriction on Mexican carriers will remain in place.”
