Dealing a political blow to Brazil’s President Luiz Inácio Lula da Silva, congress decided on 27 November to overturn many of his vetoes on a bill passed earlier this year which streamlined the environmental licensing process. Civil society groups have condemned the decision by lawmakers to strike down the vetoes and restore measures considered detrimental to the environment and human rights.
