BRAZIL: Lula ramps up pre-election rhetoric on social justice
On 30 November Brazil’s President Luiz Inácio Lula da Silva gave a TV address in which he highlighted government initiatives such as the income tax reform he promulgated last week which shifts the tax burden from lower earners onto the country’s wealthiest citizens.
