In early November the Costa Rican authorities announced that they had carried out a major operation targeting a local drug trafficking organisation (DTO), which they claim fits the definition of a transnational cartel. There has been a significant rise in drug trafficking activity and associated violent crime in Costa Rica in recent years. The authorities’ announcement may be more an attempt to show that they are getting on top of the issue rather than a genuine breakthrough against transnational drug trafficking.
