Paraguay’s President Santiago Peña has issued a decree to designate Brazilian criminal groups Comando Vermelho (CV) and Primeiro Comando da Capital (PCC) as international terrorist organisations. The move was prompted by concerns that, following deadly clashes in Rio de Janeiro on 28 October, gang members might seek refuge in Paraguay to intensify criminal activities and prepare for retaliation.
