BRAZIL: Lula seeks to crank up pre-election spending

When Luiz Inácio Lula da Silva was first elected as president of Brazil in 2002, he took his cabinet-to-be on a tour to see the harsh living conditions of people in the impoverished northeast, and particularly of their precarious housing. Low-cost, large-scale housing projects have been a mainstay of Lula’s social and economic policy ever since. Over two decades later, Lula has launched new iterations of government-funded housing projects.
