Claudia Sheinbaum has promulgated a reform to the law governing the use of the ‘amparo’, a legal mechanism that allows citizens to challenge actions of the State. This comes after the senate approved the modifications made to the reform in the lower chamber on 15 October. The senate had previously approved the reform
on 1 October. The reform then passed to the lower chamber, which approved the reform
on 14 October. The government argues that the reform is necessary to prevent the abuse of the amparo by those seeking to avoid paying taxes, while critics and human rights groups have said it restricts the use of a vital tool to protect citizen rights.
