VENEZUELA: Chávez stacks top court, heralds 'people's militias'

Even many of those who are willing to give President Hugo Chávez the benefit of the doubt regarding his democratic credentials have been expressing concern over a couple of recent developments: the enlargement of the supreme court and Chávez 's announcement, in the wake of the discovery of a `paramilitary' camp, that he would be creating `people's militias' to defend Venezuela against aggression from abroad.
