In brief: Paraguay reforms political campaign financing system

*Paraguay’s lower chamber of congress has approved a bill that modernises and updates the political campaign financing system. According to a statement from the lower chamber, the reform seeks to “strengthen control mechanisms and simplify procedures for parties, internal movements, and candidates, responding to the growing demand for transparency in the management of electoral funds and operational difficulties detected in the application of current regulations”. The main changes include the digitisation of campaign income and expenditure declarations, as well as of declarations of related economic interests, the mandatory publication of these declarations on the website of the superior court of electoral justice (TSJE), more severe penalties for false financial statements made by candidates, and the establishment of the national tax directorate (DNIT) as the reference body for tax and control matters. The bill now goes to the executive branch for promulgation.
