PARAGUAY: Congress rejects proposal to shoot down suspicious aircraft

The lower chamber of congress has rejected a controversial bill that proposed authorising the Paraguayan air force to shoot down planes suspected of trafficking drugs or other contraband. The initiative was tabled as a measure to strengthen authorities in the fight against organised crime, but critics of the bill have raised legal and human rights concerns.
