Donald Trump threatened to impose 50% tariffs on Brazil from 1 August onwards, the Brazilian government has appeared to adopt a two-pronged strategy of portraying Trump as a bully whose tariffs are a threat to the national interest, while also depicting Brazil as a reasonable and cooperative actor willing to agree on a negotiated solution. Luiz Inácio Lula da Silva gave a speech at an event in Minas Gerais state in which he said that Brazil was willing to negotiate, but Trump
“doesn’t want to talk”, adding that
“if he wanted to talk, he would pick up the phone and call me”.
