President Daniel Noboa has moved one step closer to overturning
Ecuador’s constitutional ban on foreign military bases, which is one of the defining legacies of former president Rafael Correa (2007-2017). In early June the national assembly voted to repeal the ban, although this will first require Ecuadoreans to approve the government’s proposal in a referendum. We explore the arguments for and against the return of foreign bases in the first article of this July 2025 edition of the
Latin American Regional Report: Andean Group. A second article on Ecuador then looks at Noboa’s efforts to balance the books, in large part through a new mining tax – although to sweeten the deal the government has also opened the door to new mining concessions for the first time since 2018.
