Introduction

President Daniel Noboa has moved one step closer to overturning Ecuador’s constitutional ban on foreign military bases, which is one of the defining legacies of former president Rafael Correa (2007-2017). In early June the national assembly voted to repeal the ban, although this will first require Ecuadoreans to approve the government’s proposal in a referendum. We explore the arguments for and against the return of foreign bases in the first article of this July 2025 edition of the Latin American Regional Report: Andean Group. A second article on Ecuador then looks at Noboa’s efforts to balance the books, in large part through a new mining tax – although to sweeten the deal the government has also opened the door to new mining concessions for the first time since 2018.
