HAITI: Philippe launches new political party

Positions are shifting fast in Haiti. Rebel leader Guy Philippe has ditched his promise to keep out of politics and is now heading a new political party. A former senator who left the pro-Aristide Fanmi Lavalas in December is now proposing the reconstitution of the army - and announcing a political venture of his own. Prime minister Gérard Latortue, meanwhile, is asking the UN to take charge of disarming the political militias.
