Costa Rica’s President Rodrigo Chaves delivered his third state of the nation speech to congress on 5 May, claiming important policy successes while accusing the political elite of conspiring against him. The president of the legislature, Rodrigo Arias, of the main opposition Partido Liberación Nacional (PLN), shot back that Chaves is offering a “pathway to authoritarian populism, a pathway to suffering”.
