In brief: Dominican Republic and Russia boost ties

*The Dominican Republic’s government led by President Luis Abinader has hosted a Russian delegation headed up by Russia’s foreign minister, Sergei Lavrov. The visit comes as Russia opened its first embassy in the Dominican Republic on 14 April, according to Russian state news agency Tass, and as the two countries marked the 80th anniversary of the establishment of diplomatic relations on 8 March. Yesterday Lavrov met Abinader and Foreign Minister Roberto Álvarez, among others, and held a working meeting with Álvarez behind closed doors. A Tass 30 April statement cites Russia’s foreign ministry spokesperson Maria Zakharova as saying that “during the talks with the Dominican partners, the prospects for developing bilateral cooperation, including enhancing political dialogue, increasing cooperation in trade, economic, investment, tourism, cultural, and humanitarian fields, and, of course, strengthening the legal framework are expected to be discussed. The parties plan to consider relevant issues on the global and regional agenda”. According to a Dominican foreign ministry press release, a key discussion topic between Lavrov and Álvarez was the “profound political, security and humanitarian crisis affecting Haiti and how this impacts the Dominican Republic”, its neighbour. Russia and China have blocked a Haitian request, since backed by other members of the international community, to turn the multinational security support mission (MSS) to Haiti, which was greenlit by the United Nations Security Council (UNSC) in October 2023, into a traditional peacekeeping mission.
