BRAZIL: Resistance against government’s security reform

The minister for justice and public security, Ricardo Lewandowski, and other government officials presented a constitutional amendment proposal (PEC) to congress on 8 April which proposes boosting integration between federal and state law enforcement institutions. Known as the ‘PEC da Segurança’, the legislation is among the top priorities this year for the governing coalition led by the left-wing Partido dos Trabalhadores (PT). However, the right-wing opposition Partido Liberal (PL), the largest party in the lower chamber of congress, has criticised the PEC, and it is expected that the terms of the legislation might be revised or watered down.
