In December, the International Monetary Fund (IMF) issued its 2024 Article IV Consultation report for Haiti following consideration by the IMF’s executive board on 20 November. It began with the incontestable assertion that “Haiti faces an unprecedented multidimensional crisis encompassing humanitarian, economic, social, and security problems.” This is no exaggeration. As the opening summary goes on to say: “Since the last 2019 Article IV consultation, Haiti has suffered a series of shocks, including the [Covid-19] pandemic; a devastating earthquake in 2021; cholera outbreaks; and the economic spillovers of the war in Ukraine, which led to a food crisis that triggered acute hunger.
