Bolivia’s President Luis Arce delivered a televised national address on 6 November expressing his government’s willingness to participate in wide-ranging talks to end the “criminal” and “inhuman” roadblocks that had resulted in economic losses to the country of in excess of US$2.1bn. Arce’s speech followed the declaration of a 72-hour “pause” in protests by supporters of former president Evo Morales (2006-2019), who have been blocking roads around the country for three weeks to demand the closure of a rape and human trafficking investigation into the former president [WR-24-41] and to allow him to compete in the 2025 presidential elections.
