Mexico is midway through a 12-year cycle. In 2018 Andrés Manuel López Obrador took office at the start of a six-year term as president at the head of a newly created left-wing party, the Movimiento de Renovación Nacional (Morena). AMLO, as he is widely known, promised what he called the “4
th transformation” of the country (the preceding three being independence and liberal reform, both in the 19
th century, and revolution in the early 20
th century). His successor Claudia Sheinbaum, who won this year’s election with a landslide, becoming Mexico’s first woman president, is committed to continue the 4
th transformation, for a further six years to 2030. This report seeks to assess where Mexico stands at this midway point: how successful have AMLO’s policies been, and, bearing them in mind, what course will Sheinbaum now follow?
