On 23 August Mexico’s national electoral institute (INE) voted to give the ruling Movimiento Regeneración Nacional (Morena) and its allies around 73% of seats in the lower chamber of deputies, in a contentious process to allocate federal deputies based on proportional representation. The political opposition and civil society groups have argued this equates to ‘overrepresentation’, awarding the governing coalition more than its fair share of the seats based on the vote count.
