HONDURAS: Prisons policy proves contentious

The proposal by the leftist Partido Libertad y Refundación (Libre) government led by President Xiomara Castro to build a new maximum-security prison on Islas del Cisne (Swan Islands), a chain of three islands located in the north-western Caribbean Sea, which in 1991 was declared a national marine park, has sparked major concern from environmentalists. The proposed new prison, which would house 2,000 inmates, is in line with the repressive security policy pursued by the government, which last month unveiled 14 emergency measures [WR-24-24]. Castro declared a state of emergency in November 2022 to crack down on extortion and gangs, which also continues to draw criticism.
