CUBA: Díaz-Canel isolates a key problem but no solution in sight

When Cuba’s President Miguel Díaz-Canel delivered his closing speech to the two-day plenary of the central committee of the Partido Comunista de Cuba (PCC) this week he made it clear that one of the government’s overriding concerns was boosting domestic agricultural production. The acute shortage of food is one of the main reasons why Cubans have opted to leave the country in recent years.
