HAITI: First MSS contingent arrives in Haiti
“Just the first of several milestones in the process to restore security and prosperity to Haiti”. This was the response by US Department of State spokesperson, Matthew Miller, ahead of the arrival of 400 Kenyan police officials to Port-au-Prince on 25 June – the first contingent of the multinational security support (MSS) mission to Haiti. Approved by the United Nations Security Council (UNSC) in October 2023 after Kenya agreed to lead it in July [WR-23-33], the deployment is tasked with helping Haiti’s police (PNd’H) tackle powerful gangs and restore security so that the country can stage its first elections since 2016. Considerable doubts persist as to its prospects given the enormous challenges ahead, not to mention concerns from rights groups regarding the Kenyan police’s track record.
