BRAZIL: Top court recognises state liability for stray bullets
Amid long-running concerns of excessive use of force by Brazilian police, the supreme court (STF) has heard a case regarding deaths or injuries from stray bullets. On 11 April the STF concluded the case, ruling that state authorities should compensate the innocent victims wounded or families of casualties killed during operations carried out by the armed forces or military police. Police brutality has come under increasing public scrutiny in recent months, as the military police force of São Paulo state has registered dozens of killings from raids in the Baixada Santista, the metropolitan area around the city of Santos.
