The new administration has not lacked for ideas but has been less successful in its efforts to persuade an opposition-dominated congress to give those ideas a green light. One of the Milei administration’s first moves was to use an existing procedural rule to temporarily (and legally) side-step congress. This was achieved by introducing DNU 70/2023, a “decree of urgency and necessity” (Decreto de Necesidad y Urgencia, DNU) which contained no less than 366 specific measures. Signed on 20 December – just ten days after Milei took office - the DNU can be seen as a wide-ranging enabling law.
