PERU: Congress moves against top court

Peru’s congress stopped short of impeaching the entire judicial council (JNJ) this week but it did vote to dismiss two of the seven magistrates sitting on the body that hires and fires judges and prosecutors and appoints the heads of the country’s electoral authorities. In an arbitrary and politicised session bereft of debate, an alliance between far right and far left parties voted to dismiss the two magistrates investigating the suspended attorney general, Patricia Benavides, for corruption and collusion with members of congress. Shortly afterwards it voted to summon four cabinet ministers for questioning to remind President Dina Boluarte of her place after she had the temerity to make some cautious comments on 28 February urging congress to “reflect” before voting to ensure that Peru continues being seen as “a country that respects institutional democracy and the constitution”.
