HAITI: International security support mission in limbo
A Kenyan high court has dealt a major setback to the proposed multinational security support (MSS) mission to Haiti, requested by Haiti’s caretaker prime minister, Ariel Henry, and greenlighted by the United Nations Security Council (UNSC) last October [WR-23-40] after Kenya had offered to lead it with a 1,000-strong police deployment. The court’s ruling, which found the deployment of Kenyan police officials was unconstitutional, raises major doubts over what is one of the two main solutions proposed by the international community for addressing the multifaceted security crisis in Haiti (the other being a sanctions regime targeting gangs and their backers approved by the UNSC in October 2022).
