*US Trade Representative (USTR) Katherine Tai has announced that the US has asked Mexico to review whether workers at facilities run by Spanish firm Atento Servicios in the city of Pachuca, Hidalgo state, are being denied the right to freedom of association and collective bargaining. According to the USTR, US government investigations have revealed “egregious employer conduct” including “retaliation against workers for their union activities and interference with union organising” at the Hidalgo facilities, which offer call centre services to BBVA México, a local subsidiary of Spanish multinational financial services company BBVA Group. This is the 19th time that the US has formally invoked the Rapid Response Labour Mechanism (RRM) in the US-Mexico-Canada Agreement (USMCA) and the first time in the telecommunications sector. Mexico’s government has ten days to agree to conduct a review and, if it agrees, 45 days to complete it.
