BRAZIL: Victory in taxing rich doesn’t fix budget

Since its foundation in 1980, the leftist Partido dos Trabalhadores (PT) of Brazilian President Luiz Inácio Lula da Silva has been pushing for a tax on the wealthy. Nearly half a century later, during the third term of the former metalworker, the party has all but achieved one of its historic objectives.
