PANAMA: Cortizo offers referendum to placate protesters

Panama’s President Laurentino Cortizo partially caved in to pressure from anti-mining protesters on 29 October by convening a binding referendum on whether to revoke the controversial Cobre Panamá copper mining contract with Canada-based First Quantum Minerals (FQM) [WR-23-43]. He scheduled the referendum for 17 December. It might not be necessary. The legislative assembly is in the process of repealing the legislation that caused the public outcry to avoid further social tumult.
