EL SALVADOR: Bukele’s security strategy enters new phase

President Nayib Bukele has announced the start of ‘Phase Six’ of his Plan Control Territorial (TCP) security strategy, a multi-step initiative. While the TCP’s focus had until now largely been on containing violence and combating criminality directly, the Bukele government maintains that the latest (and penultimate) phase will address “medium- and long-term needs where the Salvadorean State, private companies, universities, communities, and all sectors of society will be able to come together to tackle problems such as poverty”. With Bukele continuing to boast of the TCP’s impact on insecurity, the unveiling of the latest phase comes as major human rights concerns persist regarding the strategy – not least the state of emergency implemented in March 2022 to tackle gangs, since extended each month.
