PERU: What is ‘Plan Boluarte’?

Struggling with a persistently low approval rating, Peru’s President Dina Boluarte has opted to follow a strategy pursued by numerous Latin American leaders before her by declaring a frontal assault on organised crime. Government ministers have openly professed their admiration for El Salvador’s authoritarian President Nayib Bukele, and Boluarte is taking a leaf out of his book by declaring states of emergency and seeking greater powers on security issues. Whether the move burnishes her with Bukele-esque levels of popularity remains to be seen.
