Ecuador’s President Guillermo Lasso issued a decree on 1 April authorising citizens to carry and use firearms in self-defence. Whilst the surprise move comes amid a very real public security crisis, it should also be viewed in light of the impeachment trial that Lasso is likely to face next month [WR-23-13].
