COLOMBIA: One step forward, one step back for peace plans

The second round of peace talks between the Colombian government and the Ejército de Liberación Nacional (ELN) guerrilla group concluded in Mexico City on 10 March with the announcement that the ELN had been granted political status – a necessary step for the group to negotiate the broader terms of its demobilisation. At the same time, efforts to secure the demobilisation of Colombia’s largest drug trafficking organisation (DTO), the Clan del Golfo, were in jeopardy after President Gustavo Petro accused the group of breaking a ceasefire and orchestrating disruptive protests in Antioquia department.
